Maybe it would be nice to look at the title of the error: buffer to small for compressed data.
A buffer is sort of like... ahead. So it is too small for what you are compressing.
From my point of view, 100% compression is almost imploding, probably half of the size.. (I don't know what the compression, or how it is calculated) and your image would be veeeeeeeeeeeeery small, probably not even recognizable by Squeak under Scratch.
I say: 99% is okay.
