J0j2 has written a great article about this on the Scratch News forum.
I was the one who said "don't bite the newbies", and now I am writing about the phrase.
Picture yourself in the eyes of a newbie. You work really hard on a project. You think it is great. You upload it. It is now on the website, and you cannot wait for a comment.
Then, after a long time of waiting, you get this*:
"The graphics are horrible, the movement is super glitchy, the idea is stupid, this project is overall the worst thing on Scratch!"
That really lets somebody down.
Now let's rewind that to the part right before the rude comment.
They could have said:
"I could teach you a few things about drawing, but these graphics were good in their own way. There were a lot of glitches in the movement, but I can tell you how to fix those. And maybe you could add a little spice to the idea. But it was great for a first!"
Now, what would you rather get- the insult or the constructive criticism?
Right. Don't bite the newbies.
*Okay, maybe the comments aren't that bad.

I only got good comments on my first project. It's true that some of there stuff seems bad to a more advanced scratcher, but they may have never programmer before. I agree, and I just don't comment if I don't have a compliment.

This is exactly the kind of simple but mean comments that I have seen.

i mean lame as in the "Don't Bite the Newbies" you could probally come up with a better one....how about "Respect All Scratches, No Matter How Long They Have Been on Scratch For" or something like that.

We're focusing on the newbies here, who are more likely to be bitten than a '07er star programmer.
