I know percent means out of 100, but to convert a percentage into a decimal, you divide it by 100. 87.5 divided by 100 is 0.875, or seven tenths as a fraction.

Yes, but that would be 0.875 out of ONE. Not ten.
Out of ten, that would have been 8.75. Move the decimal.

A percentage on its own stands for a decimal. 87.5 is 875%.
The most important thing is OF MEANS TIMES, so 87.5% of 10, would mean 87.5 times 10, which is 875, and that's obviously not right. So the 87.5% would have to be under 1.
