But anyway, you should go to www.spriters-resource.com or type in google images "Pac-man".

Hi pavel777, us Scratchers made a Sprite Sheet Website index to help us find sprites all over the internet. Maybe you may want to check it out; you might find some good Pacman sprite images there

There's already a Pacman sprite in Scratch. Just look in the folder "Scratch Projects" and select the subfolder "Games" There is a Pacman game, included with a sprite. Of course, you can just paint him.
