When I Receive?

Lately I've been trying to make animations as well as people like NP2, but I've had a little trouble. I need to know how the "When I Receive" block is actiavated. HELP!

The "When I Receive" block activated when the broadcast that is going to be recieved is sent.

Now only using this account to post in Miscellaneous, but when Miss_Webgal becomes a Scratcher I'm ditching this account.
