Eyedropper should use full scratch screen

I have often found it difficult to match a background color or the color of another sprite when editing a costume.  If the eyedropper tool could be used beyond the paint editor window (as is standard in other drawing tools), this task would be much easier.

Ironically, the eyedropper for command blocks works everywhere, when it would often be more useful if it had a drop-down pallete, since trying to "eyedrop" the colour on an individual sprites "feelers" whilst in "programing" mode is next to impossible
