Like, creating a chatroom on a scratch project? Then, no.
If you mean like comments, yeah.

Are you talking about that "You have 1 message" thing? Only the Scratch Team can do that. And they're not going to add the feature for everyone. The Scratch Team have the power for obvious reasons.
I think moderators might have the power also, so they can send messages to wrongdoers asking them to stop doing whatever they did.

I think he/she means PMing.
In that case, no. Which is probably good, because it would be more stress than anything. The "popular" people would constantly be given messages saying "Please look at my game (link to project)", and more than anything, the amount of work needed to moderate PMs would be overwhelming. So no, We won't be getting a PMing system anytime soon.
You could always make a gallery and give your friends a link to it, then you could talk to each other like that. Or just comment on each other's projects, either works.
I'm taking a break from Scratch until 2.0 comes out. Any messages sent between then and now probably won't be read - sorry.
