Basically he means that you should increase the number of steps the ball moves. YOu shouldn't increase it too much or the ball will go right through the paddle.

but if you increase it mildly it will go a little faster or make the paddle thicker and then increase the move a little more. Simple!

I agree with _freak42, it could do with being a bit faster. Or the ball could increase in speed as the progresses. Or maybe a fast ball in the beginning with a slow-mo power-up that rains from the sky! Or a su- wait, I'm getting a little carried away. sorry
