That isnt true if a person keeps making new accounts and doing the same thing the scratch team can block there IP address which wont allow them to get on scratch

I'll sign, all we really have to do is flag comments/projects as inappropriate, cite cyber bullying as the reason to flag, and post a link of the bad item here

some ideas:
1. Please, do not bully the bullies! Even if someone is behaving inappropriately, do not behave that way yourself against them. Instead, flag comments and projects as inappropriate when they deserve to be flagged and do not engage in confrontation.
2. What about you all get together as a team to find beginners and help them, give positive constructive feedback and basically overshadow the negative comments with postitive comments.
3. What about you all get together as a team, find the bullies but reply with kindness to them? The bullies will get tired of no one responding negatively to them and they might change their behavior or just leave.

those are great ideas! i think the second one is really good. Toasty, maybe there could be seperate groups of people that flag projects and comments, help beginners, and reply with kindness to bullies. everyone can choose which group they would like to be in.
