This will require core programming, but possible, just copy the script that sends it to top to the edit script and you should have it, but this could lead to spamming.

I used to think of this, but people can always bump up their topics just by editing their topic post. So no.

Nice idea, but it may result in irritating bumps. And I agree with Jonathanpb; it's a more sneaky way of continuous bumping.
