Yes it can be at level 1.

No idea about the IVs since now I'll have to hatch it.

Can u check the ivs? and rebreed untill u get good hp defence and sp defence? Ill give u a starter for that. ive got charmander, chickorita, mudkip, and torchic.

You underestimate Wobbuffet. Encore, Mirror Coat and Counter make him guaranteed to KO at least one opponent, Especially considering his monstrous amounts of HP. He can survive the most powerful special attack in the game and send it back with double the power.
He's also impossible to counter due to his Shadow Tag ability. If you don't have a Pokemon that can induce a status effect other than paralysis out when he comes in, your Pokemon is pretty much dead.

Actually, my team is in progress and I haven't even decided on a grass-type yet... I'm going with Cradily I think.

You can also play with everybody at Level 100 no matter what.

Cradily is good, but I suggest teaching it a move to counter the steel type, because that will be its downfall otherwise.

What he said apart from the statement that Cradily is good. Everything it can do can be done by other pokemon to a higher standard.
