Actually, norberts is still banned. The ban is permanent will remain in effect unless it is lifted manually by a Scratch Team member.
The Scratch Team did a few changes in the forums lately, and one of these changes stops the forum from indicating on whether or not a user is banned. So while norberts is still banned, it will now show 'Member' under his name in his old forum posts. The same goes for all banned users.
Hope this clarifies everything.

It's probably just in the new Text-Based Games, because they're new, and everyone (I believe) has been given a fresh start with them.
