The 50-post requirement was an old rule for the Scratch forums. The requirement now is a 15 day rule, starting form when you first visit the forums.

Yes, it does. Your sig shows up in all your posts no matter what date. So if you change or create a signature, all of your posts will either add or change a signature. Hope this helps! smile
