Not online, but online

Its confusing. I know someone (never been to the forums) who was online at the time, and i looked at the bottom of the forums and i noticed this person wasnt online. I checked back and she was. Does it only track people who have used the forums before?

We did some experimenting with Robin7 and it seems like the "who's online" thingy considers a user online only if he is at the Forums at the moment or was a certain time ago. I am not absolutely sure though.  sad 
Never trust that thingy.

I am pretty sure it only tracks users viewing the forums. I think the forums is a different program from the rest of Scratch so it can only find out who is on the forums and not the rest of Scratch.

Yeah, the forums are independent from the rest of the site on that regard.
