For example I have downloaded this project and it takes some time for Scratch to load it while on the site it loads quickly
is that a bug or something and is it correctable (fixable) ? ? ?

It's not a bug, scratch has to process all of that code into a visual form AKA the blocks, which takes longer then just reading it

lol - I caused a troubleshooting thread. This is caused by the amount of memory used by scratch expanding beyond 512MBs, at least in my other projects anyway. I don't know why a project of several hundred kbs expands to 512MBs, but it might be something to optimise.
