Common webmasters! Make a PM system. I have another reason why a PM system would be great:
Less spam. If people can PM each other about say a new game they are both working on, then they won't have to spam a project or gallery! Look at evoloutionary games. Well dingdong is a hige chatter box. But look at all the posts!

I totally agree with all the points towards a PM system! 
It would help two people work together on a project without having to make a gallery where their ideas could be seen and read. Also, it dosn't have to be from Scratch website to email. It can stay on the Scratch Website. Like there are notifications when somebody comments a project so why not just like that?! The PM system could be optional, so you choose whether you use it, and people under 10 could not get it.
I agree with Hobbs1100 (above). It would mean less spam and as I pointed out earlier, people wouldn't have to create a gallery especially for it where comments/ideas could be seen, read, put down and/or used.
When I joined the website, after using Scratch for a while, I was shocked that there wasn't a PM system.
I think all the things people have suggested could create a really good, safe PM system.

I think the topic of having a "chat" button is interesting. It could be used in the wrong way, (like being able to say bad things about other users, and not having that come up in "comments"), but it could also be used in a good way, such as sharing ideas in a chatting format. I think this is something for the people who design this website to look into.
