To make it ... use a program like paint! (Start menu, all programs, accesories, paint).
To change a file from one to GIF, open the image in paint and select save as. You should see several options at the bottom of the window. Select .gif

Or you can just google free online gif animator, and you should be able to find something.

if you have slides, like on my user picture, you can use many sites to make an animated gif, and on gifninja.com, you can turn video into .gif format. I don't thiink you can otherwise do it without a download, unless you have photoshop.
