Let's say you just made a picture on your school computer. You email it to yourself but you press 'open' because you only want it for your Scratch project. You copy the picture and aren't able to paste it in your project. WAAAAAAAAHHHHHHHHHH!

export the image using the button that says export image next to it. save it on your computer and import from another project

That is not possible with Scratch, you can't copy and paste it into another project on another computer, I don't believe there is any way with ANY program not made to do that.

It's not possible, but what you can do is this:
1. Copy the picture.
2. Bring up Paint.
3. Paste the picture.
4. Save the picture.
5. Bring up Scratch.
6. Click "Import".
7. Find your picture.
8. Click "OK", and it's there!

Instead of copy and paste, do this
1. Open the email with the image,
2. Open the Scratch program/project
3. Click and drag the image from your email over the Scratch icon in your task bar, wait about 2 seconds for Scratch to open and then drag it onto the stage.
Edit: Another old topic o.O Who keeps bumping these things?

Guys, he doesn't want to save the file on his computer. Just paste it inside Scratch but no saving or anything.

06dknibbs method is very close to what you are looking for. If you use internet explorer, just download it to the temporary internet files folder. This way, it will be temporary, so that you need only import it into scratch, then forget about it. It is possible to make other folders temporary, I can tell you how if you are interested.
