I thought perhaps people (on their projects) can have a button that lets their projects not get to the front page, for example if it's a test or a message to someone on scratch

That isn't a bad idea... but even if projects don't get on the front page, people can still view them.
Are you talking about viewing projects on the Scratch website? Then you might want to rename your topic "Preventing projects from being viewed on the Scratch website". That might be more clear.

No I mean, if people want to tell the scratch community that they're going away for a week, or they're creating a test project, and they don't want it to get front page, but to be seen by other scratchers

You do see a lot of these. Although I don't know whether or not it is possible to make?
Also, would it still appear on new projects?

I think he means, he doesn't want the project on the front page because many people get angry when they see an 'announcement' on Top Viewed or Top Loved, because a projct that was worked on harder than that deserves the place even more.
