No, it's because of security purposes. Apparently people under 13 aren't supposed to be responsible enough to know what to or not to put on the internet. So they don't let them show it.

I'm 16, and it still only dispays my country. However, I didn't put in my town/province to begin with, so of course it wouldn't show
