The Scratch Team has said multiple times that it won't be in, continually. If you can make it then give them the code and see what they say.

I'll add them. The I recieved should be sensing because it senses if a sprite is broadcasting something.

I think any language has functions:

Javascript: function hi(){......}
PHP: function hi(){......}
C: int hi(){......}
...
