There have been several suggestions for "create your own blocks" as a way to get the advantages that procedures have in other languages.  It is not actually too difficult to do in Squeak.  The hardest part is coming up with a good graphical user interface that makes it easy to create new blocks with parameters (blanks that you can fill in when you use the block).

I believe that there are members of the Scratch Team working on this problem, since it is probably the most important and most requested feature for the next version of Scratch (other than comment blocks, which the Scratch Team experimented with in v1.2beta but didn't include in v1.2.1).
