I have a simple proposal on a simple concept.
We can "lock" downloads. Meaning that the maker of the project can actually click an option that stops anyone from downloading. I know that there are ways to view the source and get around this, but some of us don't want our projects to be remixed and downloaded without our permission. Some people don't even give us credit and get around the "based on" system. SO I think that adding an option of locking download would be a good idea.

The most basic premise of scratch is sharing your code.
This violates that basic premise for the sake of what?

The basic problem is that the educators around here would like people to share and learn from each others projects as they see that as one of the fundamental aims of the Scratch site (I'm one of those )
Others, mainly young, eager and talented Scratchers, see the site as a means of showing their great efforts off to other Scratchers.
Since the educators run this place, the ability to download and copy projects is always going to be there
Although I wouldn't like to see this happen, if the non-sharing Scratchers want somewhere to just publish their final projects, they'd need to get together and build their own website with that aim in mind.
But I imagine that would be tricky to organise but not impossible
