I don't think so... they added the rule so people couldn't advertise products in a signature. It would be really hard to advertise stuff in avatars, and let alone spamming.
Why should avatars be restricted anyway?

like if you follow the rules and have like, 1000 posts or something, the mods can ask you if you want avatars enabled
