cutting down on thread hijacking

I think we could cut way down on thread hijacking if the "post new topic" button were available on every forum web page (right next to "post reply"), rather than being available only on the top page of the forum.

Oh, and it should bring up a choice of which forum to post to, so that people don't accidentally post on the wrong forum.
