They automatically do with that 'based off someone's project' thing
Unless they like completely steal it like Tanner-FBI and the guy who stole m44's game, then they probably wouldn't want to give credit if they went through all that trouble

Yeah he did for the programming but not the cube guy sprites

It is pretty much impossible to make sure that everyone gives credit. This also applies to taking a sprite or sound that someone had made without giving credit. In that case, you might think that you should be able to lock downloads. But that has been resolved already. Check out section 8 in the sticky Suggestions that have been resolved already.
