Scratch

I don't think there's any way to do it from within Scratch. The easiest thing is probably to open it in some kind of sound editing program and decrease the volume there.

For example, in Windows you can go to Programs, Accessories, Entertainment, Sound Recorder. Open the file in the sound recorder then choose Decrease Volume from the Effects menu.
