If you have a Mac/apple computer then go to developer.apple.com. Sign up as a free developer until you know how to work the applications and know objective-c. Once you have figured out how to do that much then sign up as a developer by paying $99 and then submit your app to the app store. For the programming of the application you use Xcode, for the interface Interface Builder, for the testing of the application: iPhone Simulator, for the checking of other stuff you use Instruments.
