So Rule 2 is basically disallowing projects made by someone who's been on the front page already from being featured.
I think the 2nd condition is extremely limiting and pointless. Allow me to explain: say someone has been on the front page, yes, but someone thinks a certain project of that particular user should be featured. What I mean is, what if the user who's been on the front page makes a project that can inspire others, has no commercial stuff like Mario/Sonic/etc, and someone thinks it SHOULD be featured? All that requirement is doing is preventing those who actually make a useful project and have been on the front page from having their projects get noticed. I know you want to feature "unknowns" but come on, you have to be fair to everyone.

I would like to recommend Jens's Eliza.
1. It is the best chatbot I've seen. You can even chat to it about it's own problems! Read the project notes for an example. It's amazing!
2. When Eliza is thinking, it gently floats while growing and shrinking. And it occasionally makes funny speech bubbles (*sneeze*, "ahem..." etc.).
3. The music in the project isn't a sound that you import, it's manually made with a formula. And it sounds nice too!
The problem is that it breaks rules 2, 5, and 9. But it seems to agree with all of the things that you're looking for!
I don't care that Jens is part of the Scratch Team; I think the project deserves it!

Same here! I've seen a user (I'm not going to name names) but I remember their project getting featured, and then a month later another one of their projects were featured.

However, the Team does it's best to show you projects that teach, inspire, showcase the Scratch community, or entertain while adhering to the standards we wish to promote. We prefer to feature projects by Scratchers that have not received much attention but do not rule out featuring projects by established Scratchers, if the project meets other critera. So you certainly can be Featured more than once. I hope that helps clear up any confusion on that point

I realized that before I had misread the rules and thought it was a project that had to be UNDER two weeks old. Whoops! Anyways, I think this should be featured. Even though it has 9 love it's, it deserves a lot more. 9 love it's still isn't that much, especially for someone deserving of a lot more. This rubik's cube simulation demonstrates excellent math skill, and he even made his own solver in it!
