How do people have a custom location in their profile?

I'm sorry if I'm being rather dumb, but I've spent a while trying to figure it out. Of course, I didn't find how to (otherwise I wouldn't be posting this!). So my question: How do people have a location in their profile like "Hi there!" or "This is my location!"?

For some reason, I don't think I would use the power if I knew how to anyway.

They were using the "City" and "State" fields.  Unfortunately, they are only available if you input a location when you signed up.

Really? So I and some other Scratchers can't add something? But if people did when they joined up, can they remove the custom location, and then later put it up again? Or edit it?
