You don't really have to check the website all the time, because every time you log on, you can check while you're on the front page. And anyway, you can check the Announcements section of the forums to see if a new version of Scratch will be out soon.

Lots of programs do that where if there's a new version when you open the program a box pops up saying something like "A new version of [Insert Program Name Here] is available. Would you like to download it?" Anyway, I half support the idea.
