I don't think the scratch team has the money to launch a advertising campaign.
I don't even think advertising is necessary as the site is growing at a healthy rate.

I believe a lot of us here are web developers. The best ads are the sub-sites we make dedicated to Scratch, IMO. Scratch is an IDE *and* language, all things considered. Those are both best supported by developer enthusiasm (think Eclipse/Java, Komodo/PHP, XCode/OBJ-C, etc.), rather than by marketing to the world at large.
Face it - the most likely people to teach their kids about programming with Scratch are us developers. I believe it is up to us to show the non-programmer parents out there how easy it is to use scratch. That can be as simple as posting a link to the Scratch website, or as complex as developing tutorials and activity ideas for kids and parents.
Word of mouth, yo.

Oooh! maybe you could have little buttons that are links that people can put on their own website
