Just click on abandon, if that doesn't work, click on proceed, if that doesn't work, click on debug, then if it is still not working, try reinstalling Scratch. If you are still experiencing troubles, then here are the system requirements: http://scratch.mit.edu/forums/viewtopic.php?id=286

Sorry to hear that you are having difficulties. Anything unusual about the install? What operating system are you using?

From your second screen shot, it appears that Scratch was switched to Spanish the first time you ran it but is having trouble starting up in Spanish because it cannot find the Spanish translation file. It's possible that either the Spanish translation file or perhaps the entire translations folder ("locale") got deleted somehow.
Try uninstalling and re-installing Scratch.

P.S. It's a bug that Scratch does not handle this situation more gracefully; it would be better if it just reverted to English rather than giving an error.
