Well, phpBB3 has some nice import mechanisms, but I don't think they'll want to rewrite everything to create forum like this from phpBB3 (it's a matter of changing 2 templates, but nvm). Also, it's harder to administer. You know, they could update current FluxBB to newest version (better core and importing mods from punBB), but it would result in downtime and lot of complaining users. In addition, phpBB3 is slower and takes more memory and processing power (well, if the server had trouble with stupid My Friends' Lastest scripts, phpBB3 will be slightly ~over~ it's power) than FluxBB working on modified punBB core. The only thing I'd like see changed here is ability to change skin's color scheme from user's account. I don't mind lack of avatars or something. It's just not really needed at all.
