i would like to here your views on when you think is the best time to submit a project i.e. when most people are online so the project will be seen by most people (bearing in mind that i live in the uk and dont want to be uploading stuff at 2am)

On school days, many people log in in the afternoon or sometimes, early morning.

Yeah I guess not so keen on early morning though!!!
I think that whatever time of the day you submit it there's always gonna be another 24 hours so people are still gonna see it really

Suggestion to the ScratchR team: put up a page with a graph showing the usage of the web server for the preceding week. The server probably has a tool for creating such log pages automatically. (You probably need to report the time in UMT, or provide an option for people to pick what time zone they want.)
With such a graph, people who wanted to post at non-busy times (to minimize the chance of time outs in the transfer) or at busy times (to maximize how many people might see it quickly) could do so.

I would say that there is no "best" time to upload projects, maybe some times a bit better than others, but not very drastic changes for a good time. For example, if there are a lot of people on, then many people will see it, and many other people will be uploading too, so your project may not be on newest projects for so long. If there's not many people, then less people will be looking at it, and less may be uploading, too.
IMO, if you're looking for a time when a lot of people are on, i would say around the afternoon, after school, around 3-5(for me, which is Massachusetts). Anyway, I'm not the expert on this kind of thing, it's just my thoughts and opinions.

Andres, the logs you show definitely show a daily cycle that is much stronger than any weekly or monthly signals. Unfortunately, the captions are so small that I can't read them, and so can't figure out when the busy and quiet periods are.
I looked at the image you posted more directly at

and saw that the minimum came from about midnight to 7 a.m. (I assume that is Eastern Time) and that the peaks are at about 6 p.m. on weekdays (earlier and more spread out on weekends).
