Actually, it is! It's more of an Action RPG though. It lacks XP though, except maybe Zelda 2.
It has what most RPGs have:
Upgradable HP
Upgradable Weapons
Upgradable Shield (though optional)
Wide variety of enemies
Merchants
A Magic Meter in the majority of newer legend of zelda games

As a bare minimum, an RPG should include a system for interacting with other characters (outside of combat), with the choices made in those interactions having an effect on the ongoing story.

When I said phantom hourglass/ minish cap I only meant it scrolls in 4 directions and has attackable enemies that don't send you to a battle screen (you fight them right there on the map)

Like I said, it's huge debate if Zelda is Action-Adventure or Action-RPG.
