Hammers can lay waste to an entire city if they're in the wrong hands. Windows let you watch the buildings crumble and children fleeing in terror as the hammer slowly consumes the world.
I vote hammers.

Windows are way better than hammers, because:
Some of windows are hammer-proof
Windows let you watch the neighbourhood
Hammers are used to make windows, not only destroy them
You can paint on windows.
