You can enter it into as many categories as you want
although at some point a project can't be educational as well as a game and art so it is wise to make several projects

oh, ok. Just one more question: Can the project exceed the 10MB limit but be posted on another website, say freewebs or weebly or something?

not for me, sorry. as a judge, i will make a gallery for educational projects in the scratch olympics, and ask for all submissions to be added to that gallery. I will only judge the projects in the gallery, if you make a project and dont put it in the gallery, too bad. Thats the only way to keep organized and seems pretty reasonable to me. the link to the gallery:
