How about it has to have 10 or more ratings to be on the front page and it starts out as a 5?
Or when you rate it it adds to a mass total, and it automatically rates it 1 if you don't rate it...
So:
Project A: 5
Project B: 5
Someone rates project a 2 and Project B 4:
Project A: 7
Project B: 9
And so on.

Scratch isn't about rating everything you see. Okay, you can still have the rating, and it wouldn't be like that. But the ratings are a bit useless, aren't they? I mean, there are love its and favorites! And anyway, I get the feeling that there would be plenty of cheating and false users to get high ratings...

Ratings ARE NOT useless, Jon. Look @ my youtube profile - I got 1 movie 5 starred, and some movies 2-or-less-starred. But I don't quit youtube because of stars. I just take them as a meter : Do people like it?
And on YT, there's an option to disable ratings. For Scratch, ratings should be disables initially, and the user would enable it when he likes.
Regarding Top Rated bar: The project would go there when avarage rating by 50 people would be greater than 4,5
