where can i get detailed tech specifications of the scratch board
and also is scratch code AVR compatible?

Scratch board info can be found here: http://scratch.mit.edu/pages/scratchboard
Many people also post about the board on the forums so you could search them.

The detailed specs have not been made available, so far as I know, either or the scratchboard site or the forums.
