We're not particularly supposed to, though we're not not supposed to either. It's just kind of there, more for internal use than that of Scratchers IIRC.

Yeah, I was wondering since my topic got locked, since I'm apparently supposed to know about the fact that the bug has been reported already.

Most of the stuff on the tracker is there because a user reported it on the 2.0 forums first (for example, that one was reported in this topic).
To find stuff on the forums, you can just use the 2.0 forum search tool.

While it is often for internal use, some Scratchers are able to put stuff on it directly. However, some Scratchers use it to see what they're working on so they know what updates to expect in the near future.

Actually, it got closed because it was on the tracker, not because you didn't know it was. There's a difference.

Most new scratchers don't look much at the 2.0 site, since they can't post there
