Everytime I press "Signup", I notice that I'm sent to this page, right before being redirected to the signup one.

My question is: Does this page do anything, like sending information to the Scratch Team or telling the Scratcher not to make multiple accounts? Or is it supposed to just redirect to the signup page?

It is to prevent banned people from creating alternate accounts. If an account that has accessed from the IP address you are using has been banned recently, it won't let you create an account and instead will just show a warning.

I have a copy of ScratchR on my computer, and manipulated the page so that it doesn't redirect me to the signup page if there aren't any recent banned accounts.
