a) that's not the only reason; there were plenty others (many of which were related to the aftermath of World War I)
b) their poverty was from World War I, but it's because the German mark suffered from hyperinflation due to the fact that the Kaiser of Germany decided to rely on borrowing rather than taxation. they printed marks that they didn't have in gold in their reserves, causing the currency's value to decrease (over a period of three years) before they just replaced it.
