Free online text-to-speech program? :/

Is there a free online text-to-speech program? It MUST be free, and it MUST be online (no software or applications you have to download and install), and it can't be site where you have to create an account to use it, and it MUST be high-quality. That's the only way I could use one, and I NEED one for a secret project I'm making... >:3 Do you know of any good sites to look at?
