The FAQ has several topics that are tips, but only the Scratch Team and Forum Moderators can add new topics. I was wondering if there could be a section for people to add their own, because the only alternative was the "Scratch Secrets" topic by Natalie, but that could get crowded.

Sounds like a good idea, if the topic doesn't get too broad!
You could start one in All About Scratch and if it proved useful, we could make it sticky. Maybe like this one:

I agree with Paddle2See! Would it be too bad to make a whole section for it? I mean like 'Suggestions', Text-Based Games', so why not 'Tips'? It could be easier for people to add their own tips. Instead of all posting their tips in one topic, you could make a topic for each tip! Like there could be topics for things like 'How to scroll' or 'How do you rip sprite sheets' or other things like that? People can think about it.
