I've set the limit intentionally high.
It's like telling a fifth grader that they can recreate the starry night to the last detail during art class if they want to.
And it is still a short story at that length, and feels like a good cutoff next to something that would be TOO large a time investment to consider it one.

That was really a limit made up on the spot and your story could be very good so I don't know!
I just don't want to set the bar at like, 25,000 or something, that's a novella.

I'm writing something now that I hope I can make a novel
but if it doesn't have the longevity for that I'll put it in this.

It's still at the beginning.
The main concept hasn't been introduced so it will probably be too long.
I do have a(n) (couple) idea(s) for a different story though.
