really? even with Scratch 2.0? if i removed the camera and have the camera only looking behind the player, would that be more difficult?

Well, it'd still be extremely difficult and large because you'll need gargantuan lists and lots of costumes for everything (from different angles + walking). Plus, you have to create the rendering machine, which will be large, plus all the mechanics of Runescape. At least now you don't really have to get the buildings from different views.
