I'm not sure what you mean by other game designing features, but have you checked out the Scratch 2.0 beta? Cloning helps a lot with all kinds of projects, as does the ability to make custom procedures.

You may also be interested in BYOB which lets you export to both .exe and .app formats (depending on what OS you run it on), and also has more advanced features than Scratch.
ToJar is also an excellent application that lets you convert any Scratch project into a tidy jar application that can be run anywhere with a Java VM
