We should allow all scratchers to flag coloring contest projects and entries, because...
1.All those coloring contests clog up the server
2.All you do with them is use the gradient tool
3.They require no programming skills whatsoever!

I think they're fine. Scratch is for expressing yourself. I'm not saying I'm going to enter one, but still, they're fine. And scratch has plenty of server space.
BTW, this is in the wrong spot. Not sure where it would go, but definitely not here.

1. The server has plenty of space
2/3. So? Scratch isn't just a place for programming. Most of my recent projects are just presentations that don't require any programming skill. (like this one is simply a presentation saying why Insanity 1.2 is so awesome). This website is a place to be creative in any way possible with Scratch, including art, not just programming. If we go by this, then the MaC and RaP forums would also be gone, as they aren't necessarily related to programming.
Just because you don't like a kind of project because it isn't about programming doesn't mean that it should be disallowed from this website.
(I should also point out for point 1 that if you flag a project and it is removed, it is still on the server [visible only to the ST], so it doesn't save any space)

Scratch is a big place. There is room for all kinds of projects and all kinds of Scratchers. Please don't put down the interests of others.
Don't worry about the servers - there is plenty of room.
I'll move this to Suggestions since that seems to be the closest fit. But I'm also going to close this topic since we've been over this more than a few times in the past and the Scratch site is going to continue to accept all projects that follow the Community Guidelines.
