I think seeing if your friends are online is planned for sometime, but PMing is never happening. However, you can publicly post comments on their profile in 2.0.

Who would win, SOPA or PIPA?

^ short for "Private Messaging" - messages that only you and the receiver will see. For security reasons, only public messages (in the person's profile) will be able to be posted. This is already a feature in the Scratch 2.0 beta (which new users can't login to, I'm afraid)
